죽으러 가는 양의 걸음 -- Walking like a sheep on the way to its death.

This proverb is used to describe someone who has to be dragged somewhere against their will kicking and screaming. (가지 아니하려고 바둥거리면서 마지못하여 끌려가는 모습을 이르는 말.)

However, in North Korea this same proverb is used to describe an action that out of fear or anxiety somebody only does out of compulsion. (근심에 싸이거나 겁에 질려 마지못하여 하는 행동을 이르는 말.)
