죽은 고기 안문하기 -- (He's) questioning dead meat.

This proverb is used in situations where someone tries to look big by tormenting someone much weaker. (공연히 허세를 부리고 힘없는 사람을 못살게 들볶는 경우를 이르는 말.)

At the same time, it is also used when this kind of bullying brings forth no reaction from the person being bullied. (아무리 윽박지르거나 못 살게 들볶아도 전혀 반응이 없는 경우를 비유적으로 이르는 말.)
