죽은 고양이가 산 고양이 보고 아웅 한다 -- A dead cat playing peekaboo with a live cat.

This proverb is used in situations where the weak attempt to pit themselves against the strong. (아무 힘도 없는 자가 힘 있는 자에게 맞서 덤벼드는 경우를 비유적으로 이르는 말.)

However, in North Korea this same proverb is used in situation when something is said that makes no sense. (전혀 사리에 맞지 아니하면서 있을 수도 없는 소리를 하는 경우를 비꼬는 말.)
