When added to a verb form this construction creates a progressive ('ing') verb.

가다 -> 가고 있다

먹다 -> 먹고 있다

입다 -> 입고 있다

The 있다 can be conjugated to form different tenses, negations, etc.

내가 술을 마시고 있었다. I was drinking alcohol.
