Choi Young-ae (최영애) is a Standing Commissioner of the National Human Rights Commission, appointed in July 2004 and currently serving as chair of the first sub-committee. Prior to assuming that position she served as the Commission's first Secretary General from 2002 to 2004 (making her the first female Secretary General in any government organization), was a co-chair of the Joint Committee of NGOs for Realization of National Human Rights Institution, and was president of the Korea Sexual Violence Relief Center from its founding in 1991 until 2001.
She got her B.A. in Christian Studies from Ewha University in 1974 and an M.A. in Women's Studies in 1989.
