If you are in the airport and want to report your luggage as lost or stolen, you can do so either at the luggage claim area's lost and found desk before passing through customs, or after at the appropriate desk. You can ask tourist information for help.

Confusingly, Korean Air maintains two lost and found offices -- one to report lost luggage and another to claim it once it is found. The reporting office is one the second floor wedged between arrivals and departures; the claims office is located in the hallway behind the elevators near the McDonald's on the first floor (arrivals). Once you step out the elevator, walk straight ahead into the hallway, turn right and walk down. You'll have to present your passport, which they photocopy, to claim the bag.
